The subjects of surveillance now days have usually committed, or are in the process of committing an offence be it criminal, commercial or civil. The very fact that they know they are doing something wrong can lead to increasing levels of what is known as "Surveillance Awareness". This means even if their normal senses are not already raised their subconscious level will be, in most cases without even realizing it.
It is normally multiple sightings of the same person, vehicles, unusual behavior or just that "something out of place feeling" that can lead to inexperienced surveillance personnel being compromised. This can result in huge amounts of wasted man hours or, at worst, complete failure of surveillance operations.
